The floods swept through the villages of Nyamukubi and Bushushu in Kalehe territory in South Kivu province.
Rescuers dug with their bare hands in the mud to search for survivors and recover the bodies of victims.
The death toll rose to 401, local governor Theo Ngwabidje Kasi said on Monday.
The central government sent a delegation to the affected region and declared a day of national mourning today.
