Rescuers in Russia – here are the criteria for classification

The document defines the requirements for rescuers when they are certified for the right to conduct rescue operations.

They will be guided by the attestation commissions created by the state authorities, which will make decisions on the assignment, confirmation or reduction of the rescuer or citizen qualification class.

To date, there have been no such uniform requirements.

Moreover, there was practically no reason to improve the class of volunteer rescuers in Russia

The Ordinance sets out the requirements for each class of qualification: ‘rescuer’, ‘third-class rescuer’, ‘second-class rescuer’, ‘first-class rescuer’, ‘international class rescuer’.

They are assigned in sequence, taking into account the amount of knowledge, skills and abilities, the presence of a certain level of education and additional specialities.

These requirements are designed for interdepartmental application: they refer to rescuers of professional and non-standard emergency rescue teams who are under the jurisdiction not only of the Russian Ministry of Emergencies, but also of other federal executive authorities, authorities of the constituent entities of the Russian Federation, local authorities, organisations, as well as public emergency rescue teams and volunteer rescuers who are not part of such teams.

At the same time, according to the legislation, the federal executive authorities and the executive authorities of the constituent entities of the Russian Federation may establish additional requirements for rescuers of emergency rescue services.

The Order of the EMERCOM of Russia No. 517 of 24 May 2022 ‘On Determining the Requirements for Rescuers for the Assignment (Confirmation) of Qualification Classes’ will come into force as early as September this year.
